Mr. Omitta is the Systems Manager of the Uganda Human Rights Commission, a post he has held since March 2006. He earlier worked with the Uganda Bureau of Statistics, as Network Administrator; PostBank Uganda, as Systems Supervisor; and the Electoral Commission, as Computer Programmer.

He holds a Master of Science in Computer Science degree from Makerere University (MSCS MUK); Post-Graduate Diploma in Computer Science from Makerere University (PGDCS MUK); Advanced Certificate in Network Engineering and Management from the Centre for Development of Advanced Computing, Mohali, India; Bachelor of Arts in Social Science degree from Makerere University (BA SS MUK), and several Certificates in the field of Management from Uganda Management Institute (UMI).
