Hon. Simeo Muwanga Nsubuga has had an illustrious career as a civil servant, politician, diplomat, human rights trainer for Policing agencies, and over 15 years of progressive professional experience in Policing and Law Enforcement. He joined the Uganda Human Rights Commission (UHRC) as a Commissioner on Tuesday, December 20, 202,2 after he was sworn-in by the Deputy Chief Justice (DCJ) Hon. Richard Butera at the High Court Civil Division – Twed Plaza in Kampala. 

He is well-grounded in developing curricula for training, having worked with the African Union Mission for Somalia (AMISOM) as a Police Trainer and as a United Nations Development Programme (UNDP) law enforcement advisor in South Sudan for police and prisons. He played a key role in developing the UNDP Manual for local Authorities on customary law; the Manual on Human Rights Training for Uganda Police Force, Community Policing and Crime Prevention Training Manuals. Mr. Nsubuga also successfully developed a training manual for the Somalia Police Force, successfully reviewed and updated the human rights, gender, and domestic violence prevention training manual for the Somalia Police Force, and updated the Community policing and crime prevention training manual for the same country. All this was achieved during his tenure as a member of the Uganda Police Force between 2002 and 2009, a member of the AMISOM in 2010, and as a UNDP enforcement advisor between 2011 and 2015. 

He is also highly knowledgeable in Gender Mainstreaming and Participatory training techniques; customary law; Childcare and Family Protection; alternative and modern policing methods, including crime prevention, as well as public relation,s which the Commission will be glad to tap into. He also brings to the Commission a wealth of experience from his former position as Member of Parliament for Kassanda South Constituency from 2016 to 2021, during which he was a member of the Human Rights and Presidential Affairs Committee of Parliament. He is more passionate about linking the institution he serves with its stakeholders, as evidenced from his track record as a police spokesperson and Officer in Charge of Nyendo Police Station. 

While there, he constantly inspected police cells and interacted with the suspects to explain to them their rights while in detention, handled complaints from members of the public on instances of human rights violation and constantly kept in touch with the government departments and civil society, with particular interest in human rights. His organizational ability is also proven as he constantly organized workshops and seminars for police personnel, security wardens, university workers, students, and lecturers when he was the Chief Security Officer at Kyambogo University. 

Mr. Nsubuga’s academic credentials include a Master of Arts in Human Rights from Makerere University, a Bachelor of Arts with Education from the same University, as well as other specialized trainings in Gender Mainstreaming, registration database and assets management, Police-pre-deployment training, Koban system of Japan, neighborhood police post of Singapore, and International Community Policing. 

The others are: UNMISS, United Nations Department of Security Safety (UNDSS) certificate in Safety and Security approaches in the field environment, UNDP, IPSAS expense management, and UNDSS basic security in the field – staff safety, health, and welfare-online.
