Director of Monitoring & Inspections

The Directorate is responsible for monitoring government’s compliance with international human rights treaties which Uganda has ratified. Such treaties include among others, the International covenant on Civil and Political Rights (ICCPR) and its optional protocols, International covenant on Economic, Social and Cultural rights (ICESCR), Convention on freedom from Torture, Degrading and Inhuman treatment (CAT).


The Directorate also monitors the state of human rights in the country and compiles annual and periodic reports. It promotes the Human Rights Based Approach (HRBA) in the development and implementation of government legislation, policies and programmes, including analysing bills tabled before Parliament and submits the Commission’s input on aspects of human rights. It is also charged with visiting jails, prisons and places of detention or related facilities in order to inspect and assess the conditions of the inmates and make recommendations to the authorities to take corrective measures. The directorate also spearheads the Commission’s special programmes for vulnerable persons as well as on the right to health.
