
Ms Nakiganda Ida
Director Complaints, Investigations & Legal Services (CIL).
Ms. Ida Nakiganda is currently the Director in charge of Complaints, Investigations and Legal Services. She is charged with ensuring access to justice through investigation and resolution of complaints of human rights violations. She oversees the effective execution of alternative dispute resolution and Tribunal processes.
She joined the Commission in August 2004 as a Human Rights officer and has moved up the ranks as a Senior Human Rights officer, Regional Human Rights officer and Director. She previously served as Director in charge of Research, Education and Documentation before her current deployment.
She holds a Master of Laws (LLM) Magna Cum Laude from Notre Dame University, USA, a Bachelor of Laws (LLB) Hons from Makerere University and a Diploma in Legal Practice from Law Development Centre. She is an enrolled advocate of the High Court of Uganda and is a Member of both the Uganda Law Society and East African Law Society.
She has attended courses and attained certificates in various areas of law, human rights and administration including conflict prevention; Alternative Dispute Resolution; human rights investigations; Trial Advocacy; Action Research; Participatory approaches in Human Rights Education; Contract negotiations in Extractives; Management skills; and Program Management.

Responsible for monitoring government’s compliance with international human rights treaties which Uganda has ratified.

Research, Education and Documentation which is in charge of civic education, including human rights and constitution education.
