The Uganda Human Rights Commission(UHRC) organized the Annual Forum on the Rights of detainees on 13th July 2015 at Hotel Africana.The main objective of the forum was to discuss practical ways on how best rights of detainees can be protected and promoted in all places of detention.The meeting was convened for stakeholders from the justice, law and order domain, to receive updatesand to constructively dialogue on theprevailing human rights conditions in places of detention and the progress made by the responsible bodies on the implementation of recommendations made in the previous Uganda Human Rights Commission’s (the Commission) Annual Reports.
The meeting focused on appreciating and discussing the rightsof civil debtors and the Implementation of Article 11 of the International Covenant on Civil and Political Rights (ICCPR) and how best it can be addressed. Representativesfromthe Directorate of Public Prosecutions, Uganda Law Reform Commission, the Ministry of Health, and theUnited Nations Office of the High Commissioner for Human Rights, made presentations reflecting on the issues of the state of health of enjoyment of health rights of detainees particularly those living with HIV/AIDS.
The secretary Uganda Human Rights Commission,G.T Mwesigye welcomed members to the Annual Forum on the Rights of Detaineesand thanked them all for honoring our invitation to participate in the meeting.
Commissioner Stephen Basaliza urged members to step forward to achieve the ultimate objective of improving conditions in detention facilities and ensuring that detainees enjoy their rights as provided for in the constitution. He also called for continuous cooperation and partnerniships as members commit to implement the various issues identified during the discussions.
