Mr. Med S.K Kaggwa


Mr Med S.K Kaggwawas sworn in on Friday 5th February 2016 after being re-appointed as the Chairpersonof the newly constituted Commission after expiry of his first tern in April 2015. He is the overall head of the Uganda Human Rights Commission (UHRC) wherehe headsaseven-man Commission which is the policy making organ.

Mr. Med S.K Kaggwa, who took office as Chairperson of the Commission for the first term in May 2009, is credited for steering the UHRC to greater heights in the past six years which saw the Uganda Human Rights Commission maintain its ‘A’ status accreditation with the United Nation’s International Coordination Committee for the third time running. During his term, UHRC also received an award as the Best National Human Rights Institution (NHRI) in Africa in 2012 in Banjul.


The high profile responsibilities that Mr. Kaggwa has held at various regional and international human rights organisations such as the African Commission on Human and Peoples’ Rights (ACHPR) and the Organisation of Islamic Cooperation (OIC) on the Independent Permanent Human Rights Commission (IPHRC) make his re- appointment pertinent in the pursuit of the human rights agenda.


Mr Med Kaggwa joined the Commission in 2009 from private legal practice where he worked as a senior partnerand advocate with a renowned legal firm in Kampala from 2006. He had earlier in 1982 to 1984 worked as a legal Consultant with a private firm in Kampala and while at the same time lecturering at the Law Development Centre in Kampala (Bar School).

He hadpreviously servedthe country in various senior capacities which included holding the portfolio for Minister of State in the Office of the President from 1996 to 1998. He had prior to this served as a Delegate to the Constituent Assembly,a body that wrote and promulgated the 1995 Constitution of the Republic of Uganda from 1994 to 1995.  Earlier in 1989-1991, he was a Commissioner of the Uganda Constitutional Commission in charge of publicity and Chairperson for Kawempe Division (Kampala District).

Mr Med Kaggwa is an accomplished legislator who served as Member of Parliament for Kawempe South in Kampala from 1996 to 2001, and a Member of the East African Legislative Assembly, based in Arusha Tanzania from 2001 to 2006.

He in addition has got vast managerial experience from the private sector where he worked in the Libyan Arab Foreign Bank as a Bank Secretary and Head of Legal Services for seven years from 1984 to 1991 and as Board Secretary of the Uganda Revenue Authority for five years (1991-1996).

MrMed S.K Kaggwa  has also  held other positions of responsibility in the country which include serving as a member of Makerere University Council from 199 to 2002;  from 2004 to date is the Vice Chairperson of Kyambogo University Council and Member of Senate at the same University.

He holds a Master of Laws Degree (LL.M) from the National University of Ireland (UCD-Belfield), a Bachelor of Laws Degree (LL.B) from Makerere University, Uganda and a Diploma in Legal Practice from the Law Development Centre, Uganda.

The Commission continues to benefit from his wealth of experience in constitutional and governance matters, as well as management of large organisations at a senior level. Mr Kaggwa is widely travelled both at the regional and international level.
