Dr Katebalirwe Amooti WaIrumba was re-appointed as a Member of the Uganda Human Rights Commissionwhich wasinauguratedon Friday 5thFebruary 2016 after serving an earlier term which expired in April 2015. He joined the Commission from the Ministry of Finance, Planning and Economic Development (MoFPED) where he worked for nine (9) years as the Co-ordinator of three successive Government of Uganda /UNDP Country Programmes and Associated Projects. Programme coordination work exposed him to issues of human rights, Gender, HIV/Aids, among other social and managerial concerns. Dr Katebalirwe has also served in other senior capacities, including Managing Director of the former Uganda Transport Company (1987) Ltd, Programme Officer in the National Council for Children (NCC), Head of Department of Literature and Mass Communication Makerere University and lecturer at the same university.
He previously offered technical expertise as Consultant for the Government of Uganda on various assignments including among others, chairing the Government Education White Paper Committee in 1990/92, Curriculum Review and Support to Education Sectoral Reviews and Planning. He also coordinated the Teacher Development and Management Systems (TDMS) Programme, provided technical expertise for formulation of UNDP funded Programmes and for the merger of Kyambogo Polytechnic (UPK), the Institute of Teacher Education Kyambogo and the Uganda National Institute for Special Education into Kyambogo University.
He has alsocarried out extensive consultancies in the areas of policy, socio-economic development, management, child welfare and development, politics and institutional development, supporting various Government Ministries and autonomous institutions, national and international organisations, which include the World Bank, UNICEF, UNDP, Department for International Development (DFID), Donors to African Education, World Vision andSave the Children of UK, Norway and Denmark.
He holds the degrees of Doctorate of Philosophy (Ph.D) from Sussex University, U.K, Master of Arts (M.A) from Leeds University, U.K and Bachelor of Arts (B.A) from Makerere University, Uganda. He also holds a First Class Diploma in Education (Dip-Ed) from Makerere University, and a Grade Two Teachers’ Certificate.
Dr Katebalirwe is a long time teacher at almost all the levelsof education spanning from the lowest Pre-Primary level to the highest which is University; and was an Examiner for Cambridge University and East African Examinations Councils in the early 70s. He has also served on important Boards of Directors and Councils for various institutions, which included the New Vision, Nile Breweries Ltd, Uganda Transport Company (1992) Ltd, Micro Credit Development Trust (MCDT), the Uganda Media Council and Kyambogo University Council.
Dr Katebalirwe has won a number of national and international awards, honours and recognitions for his outstanding contribution and achievements. He is widely travelled and has presented papers at numerous national and international conferences.
Dr Katebalirwe Amooti WaIrumba therefore continues to add value to the Commission with his knowledge and experience in programme and project development, management and administration as well as report writing and editing skills.
